Dennis Montgomery is a director and shareholder in the law firm of Hill & Robbins, P.C., where he specializes in water and natural resources law. Mr. Montgomery has been in private practice with Hill & Robbins, P.C., since 1982. Prior to entering private practice, he served as an assistant attorney general in the Natural Resources Section of the Colorado Attorney General's Office (1978-1982), where he served as head of the Water Unit. In 1985, Mr. Montgomery was appointed as a special assistant attorney general, and since that time has assisted David Robbins in representing the State of Colorado in the U.S. Supreme Court case, Kansas v. Colorado, No. 105 Original (October Term, 1985), involving the Arkansas River Compact, both before the special master and the Court. Mr. Montgomery also assisted the Colorado state engineer in drafting amended rules and regulations to administer ground water diversions in the Arkansas River Basin, and has assisted the Colorado Attorney General's Office in hearings on protests to the amended rules and regulations. Prior to joining the Colorado Attorney General's Office, Mr. Montgomery was a staff attorney with the Native American Rights Fund, where he was involved in litigation involving Indian water rights and natural-resources issues (1976-1978).
Mr. Montgomery's clients include municipalities, water districts, ditch companies, and individuals. He was a member of the Colorado Ground Water Commission from 1987 to 1994 and served as chairman of the Commission in 1994.
Mr. Montgomery has been a member of the Colorado Ground Water Commission since 1987 (Chairman, 1993-present) and is also a member of the Colorado (Water Law Section) and American (Natural Resources Section) Bar Associations.
