The firm has a long tradition representing the interests of state, local,
and private clients across Colorado in water and natural-resources issues.
Our members’ vast experience includes work with ground- and surface-water
rights, well administration, water storage, land use, conservation easements,
compliance with state and federal regulations, and many other issues. Our
clients include states, irrigation districts, ditch companies, individuals,
and municipalities such as the cities and towns of Evans, Glenwood Springs,
Silverthorne, Parachute, and Johnstown.
Prior to joining the firm, David Robbins and Dennis Montgomery served
in the Natural Resources Section of the Colorado Attorney General's Office, with
Mr. Robbins heading the Natural Resources Section and Mr. Montgomery heading
the Water Unit. Since joining the firm, Mr. Robbins and Mr. Montgomery have been
appointed Special Assistant Attorney Generals to represent the State of Colorado
in Kansas v. Colorado, an original action before the U.S. Supreme Court for Colorado’s
alleged violations of the Arkansas River Compact with Kansas. As a result of
this litigation, the firm has assisted the state engineer in drafting amended
rules and regulations administering groundwater diversions in the Arkansas River
Basin, and has assisted the Colorado Attorney General’s office to uphold
these amended rules and regulations.
Since 1981, the firm has been general counsel to the Rio Grande Water Conservation District, playing a leading role in protecting the water resources of Colorado's San Luis Valley. The tireless efforts of David Robbins in lobbying and legislative drafting ultimately resulted in Congressional action to create the Great Sand Dunes National Monument & Preserve in 2000, which expanded the protection of Valley natural resources and ensured long-term protection of Valley water resources. The firm is currently helping the Rio Grande Water Conservation District design a regional Habitat Conservation Plan for the endangered Southwest Willow Flycatcher.
